Alright, so first let's look at the teens.

Did you recognize the two separate numbers which make up the number 11? They are 10 and 1.

As you remember, "shí", has the rising tone, and "yī" has the high tone.
Say 11 after the speaker, and notice that the stress is on the second syllable.

Say 15 ahead of the speaker and then repeat.

All the numbers from 11 to 19 have the stress on the second syllable. The first syllable although unstressed does not lose its tone.
